Surely most experienced martial artists will tell you *never* to throw your weapon away! I would advise to grasp the said cat firmly by the tail and swing it either in a circular motion around your head (provided there is, indeed, room to swing a cat) or advance on the attacker using a figure of 8 motion. From your post I gather that you have more than one cat, in which case a siniwali move of some sort would seem in order. I feel over confidence can be self destructive particularily when your butt is on the line. Like in the U.S., laws are made at either State of Federal level. Generally in Australia laws in regards to weapons are under State durestiction. Federal gun laws were only inacted after a loon named Martin Bryant killed 35 people and wounded 18 others at a place called Port Arthur. This law appears to have a reasonable level of public support although the gun lobby would disagree. Personally I consider the law to be fair. Unlike America there is no constitutional right for an individual to "bear arms" but if you have a "genuine reason" you are allowed to own a firearm. In terms of weapons one state police commissioner has tried to get a similar law to the firearns law enacted Federally but with no success. The law he is probably talking about is the Prohibited Weapons Act of 1998 (NSW) which is a reaction to the deaths of two off duty police. The fact is, the law is pretty much a rehash of the old law except for the addition of four new prohibited weapons. The list of prohibited weapons is as follows:- Missile launchers, flame throwers, crossbows, sling shots, mace, flail, metal whip, nunchuku, side-handled baton (tonfa), knuckle dusters, tasers, extendable batons, body armour, handcuffs, silencers, flick knife, ballistic knife, urban skinners,sheath knife, replica firearms, trench knife, throwing stars and butterfly knives. You do not need to belong to an international martial arts organisation but simply be able to demonstrate need for possession. "The applicant must demonstrate that the recreational or sporting activity requires possession of the use of the prohibited weapon for which the permit is sought." For any legitimate martial artist this should not be a problem. For me I don't have any problem with the law as it stands. Normal escrima sticks, standard knives and swords are not prohibited weapons. I use a balisong to show different methods of concealment but it doesn't have a blade, its a comb. NSW has the strictest weapon laws in Australia and eventhough there has been a new law enacted it is not much different from the old one.
