As to intent, Crafty is absolutely right that you never fess up that you are planning to use your blade as a weapon, self defense or not. The correct answer to the LEO who asks you why you are carrying the knife is "woodworking," or "hunting, and here is my hunting permit" or "I'm a sushi chef." As to the prohibition of knives in government buildings, they really mean it. I've been turned away from the Court of Appeal in downtown Los Angeles, on account of the fact that my key ring also contained a little tiny Swiss Army Knife with the 1-1/2" blade. (I think that model is called the "Princess.") Maybe they were afraid I'd take out the tweezers and tweeze someone to death... Off topic anecdote no. 1: We gave my mom a pink Swiss Army Knife for her birthday one year, and she always mistakenly refers to it as her FRENCH Army Knife. Go figure... We have spoken a few times over the phone, and I have the tape you speak of. Phil knows what he's talking about, from what I've seen...can prove it in action. Phil teaches the Kachin system of Bando, 1 of 4 lineages of Bando. Last time I spoke to him, he mentioned that Dr. Gyi had invited him to one of his clinics. The Kachin system only slightly differs from the Bando represented by Dr. Gyi and the (ABA)...of course, I'm no expert on this subject since I'm just a student who will alway's be learning. His Training center as well as the phone number is listed on SubmissionFighting.com, so I guess you can feel free to call him if you have any questions. A folding knife in the open position, lockable or not, or a fix blade knife, is considered in a state of ready use. However, folding knives, including lockable ones, held in the closed position are considered not in a state of ready use and may be concealed legally. I used to make practice nunchaku using magazines the thickness of Black Belt & Inside Kung Fu. I would roll them up, wrap them with tape on both ends and in the center, then string rope or paracord through them, then tie knots at the ends. They did the job for practice for me. That means as long as the knife folds, no matter how large the blade is, it is legal. Knives like the Vaquero (spp?) Grande from Cold Steel, with the 6 inch blade, would be legal.
