I recommend you read it as it covers other issues than just the type and size of the knife your son is going to carry which will become relevant if he ever gets to use the knife in anger. The things that impressed me were: 1) It is crucial if the folder can be opened by flicking the wrist (centrifugal force). If so, it is a prohibited weapon regardless the length of the blade and you can get five years for its possession. Note, I have managed to fail a fair few folders this way, all of these legally purchased in BC. 2) You are actually better off carrying a large fixed blade *openly*, as long as you do not accost someone in the street (just approaching someone and saying hello), which then constitutes an assault! How about a large Maglite torch instead?
