Always hit! In your sequence wing and punyo the face to get the head moving back then follow the head with your punyo to wrap and throw. The wrist grab actually is the least stable way to puter. This is done for training co-ordination, timing and body shaping. The stick clash can also simulate striking the hand/arm. I haven't heard of siniwali practice involving just weaving, without sticks. Am I way off the track here?
