The reference is 720 ILCS 5/24-1a(2). In summary it reads "carry or possesses with intent to use the same unlawfully against another ... any other dangerous or deadly weapon ... ". Officers have some latitude with respect to arrest and charge because of the intent question. However, the question of intent is normally worked out in court, because officers usually first see the weapons as they are being shoved under the seat of the car or into a coat. An action which establishes intent in most cases. Please don't consider this legal advice in any way, I'm not a lawyer. In my experience as an officer, that's just the way it goes. My teacher teaches Xing Yi as well as eskrima. After five years of study, I am still (no false modesty) a beginner at this internal art, and will remain so for quite a while. Last night I spent about an hour practicing Pi Quan with a partner: getting in and taking his legs with one of mine, uprooting, and pushing him into a padded wall with Pi Quan. Relevance to Eskrima? Timing, distancing, focus, taking the right angle, getting down into your legs, using your hips, sensitivity, appropriateness. Although styles may vary, often the attributes are the same - and these make all the difference.
