However, the E-mail in question doesn't fit the definition of SPAM. Unsolicited E-mail or FAXed commercial advertisements are considered SPAM unless certain conditions are met, like the ability for the recipient to remove themself from their mailing list. Note: I'm not a lawyer, just an engineer who works with large service providers. Individuals can and should take action against SPAMers by complaining. The John Marshall Law School has a page detail current and past attempts to regulate SPAM at the federal level. Refer to http://www.jmls.edu/cyber/statutes/email/federal.html There have been several laws enacted at the state level that provide punishment for SPAMers. CA law AB 1629 provides fines for up to $25,000 a day. CA enacted law AB 1676 requires a return E-mail address is required or there can be a fine of $500 each. Similar laws have been enacted in Nevada and Virginia. The Federal Trade Commission also takes seriously complaints about SPAM http://www.ftc.gov/ftc/complaint.htm. I am now helping Grand Tuhon Leo Gaje promote Kali in Panay Island, where, according to oral history, the art was first taught in the Bothoan. In the middle of November, we organized an exhibit of traditional Filipino blades and weapons at the lower ground floor of SM City in Iloilo in an attempt to create awareness among Ilonggos that before the coming of the Spaniards, weaponry and the martial arts where already part of the Hiligaynon society. For 10 days, we promoted Kali in the exhibit area as well as the print and broadcast media. Mr. Gaje and guests from the US were invited to TV shows and radio programs to speak on FMA. An exhibition was staged at the SM City Activity Center. Among the comments that we received were: "What's Kali? Ahhh... like karate???" "Kali? Why are displaying samurai swords?" (Note: Not a single Japanese sword was displayed) "Are you teaching karate or taekwondo?" I really find it ironic that Filipinos do not know about Kali. Of course, arnis is a more popular term than Kali but to most of young people, arnis is nothing but karate with a stick considering the forms and the others. I am not a martial artist but I can note some similirities between karate forms and "karate with a stick." Arnis is the least of the priority of the Philippine Sports Commission because our corrupt government officials can't make money out it. Further, it is not included in the Olympics or Asean Games and there can be no substantial budget for it. Thus, there is little effort in promoting it, making it less popular compared to foreign martial arts. Of course, not to be forgotten is Filipino colonial mentality -- what is foreign is always best! It seems that what you'll typically find is that Arnis and Eskrima are better known terms in the Philippines than is Kali. Kali may, or may not, be an older word/term, but it was apparently lost thru the ages, being replaced by the terms Eskrima and Arnis. Only somewhat recently did people there start using the term Kali, or perhaps start using it again. FWIW, one story that I've told before. I wanted to send a Christmas card to Cacoy Canete a few years ago, but didn't know his address when he was living in Cebu. He splits his time between here (California) and Cebu City. I knew that Cebu was a rather large city, but thought I'd give it a try. So I simply addressed the card to: Cacoy Canete Doce Pares Eskrima Cebu City Philippines The next time I saw him he told me that he received the card!!!
