Acting Foreign Affairs Secretary Lauro Baja Jr. said that besides strengthening their internal security after the September 11 terrorist attacks on the United States, Europe is experiencing an economic downturn, making countries in the continent not ready to receive foreign workers. There are amnesty programs in those [European] countries and [illegally-staying] Filipinos must take advantage of those programs. But learning from our experience [on Malaysias deportation of Filipinos], we are preparing for any eventuality, said Baja. Records of the Philippine Overseas Employment Administration show that 420,232 Filipinos are working in Europe. Of this number, at least 203,249 are undocumented. But Baja said European countries are not yet cracking down but are merely reminding illegal foreigners, not just Filipinos, to avail themselves of the amnesty program. Its not a crackdown, all European governments are reexamining and looking at the migration flow of their respective countries. This is directed not only at Filipinos but also at other nationalities more numerous than Filipinos, said Baja. He said the foreign office is coordinating with the Departments of Labor and Employment, of Justice and of Social Welfare and Development to draw up a plan on how to receive the Filipino illegal migrants in time for their possible deportation. Labor department officials have noted that of the 150,000 overseas Filipino workers in Italy, 80,000 are undocumented and face possible deportation. Similar strict measures on illegal migrants are also being taken by Australia, the labor department said. Other European countries drawing up new immigration laws that tighten rules on illegal aliens are Greece and France. Meanwhile, the chairman of the House Committee on Foreign Relations has launched a fundraising drive to save a Filipino worker in Saudi Arabia who would be beheaded early next year if his family in the Philippines could not produce the blood money that the family of his Nepalese victim was asking. Lakas Rep. Apolinario Lozada of Negros Occidental has launched his Isang Libo para kay Primo project, which seeks to collect P1,000 each from the 213 members of the House of Representatives. The funds will form part of the $15,000 (P780,000) blood money to bail Primo Gasmen out of death. The Catholic Bishops Conference of the Philippines has put up its own fundraising drive and has so far raised P220,000. Alcala Mayor Juanito Collado said his office will also initiate a similar campaign in the town to save Gasmens life. Gasmen, a native of Alcala, Pangasinan, was convicted in 2000 of killing his Nepalese coworker, Khim Bahadur Gurong, during a knife scuffle in 1998. Gurongs family has agreed to spare the Filipino from death if his family could put up the blood money. The Gurong family asked for $100,000, but later agreed to reduce it to $15,000. Reports received by Lozada said Gasmen owed Gurong 1,500 riyals, which the Nepalese had asked to be paid with sexual favors. Gasmen turned down Gurongs proposal. Spurned, Gurong pulled out a knife. The scuffle led to Gurongs death. Lozada will complement his fund drive with a resolution he will file when the session resumes on September 30. He expects the fund drive to be completed within a month. I dont think anybody in the House would object since there is no politics here. We have to help a fellow Filipino and his family, Lozada said. Other House employees may also contribute.
