Even fellow Muslims who rejected their violent campaign were labelled as 'infidel'. Leaders of the JI cell in Singapore employed such psychological techniques to convince members that militant jihad, or struggle, was the only acceptable way to pursue the cause of Islam. Defecting from the group was equivalent to betraying the religion. So successful were these leaders with their methods that members had no qualms about slaughtering innocent lives - Muslims included. These and other chilling revelations about the JI terror network here have emerged in the White Paper on JI Arrests and The Threat of Terrorism, made public last evening. The paper, a government document slated for parliamentary debate on Jan 20, comes a year after the stunning discovery last January that Singapore was a pawn to be sacrificed in the global game of terror. It uncovers the detainees' motivations and their methods, and presents ways to blunt the threat of terrorism. First are the enhanced security measures, including thwarting the movement of terrorist manpower, money and arms into Singapore. Second is the greater energy put into binding Singaporeans together. As the White Paper notes: 'The terrorist threat affects all of us, Muslims and non-Muslims alike.' Third is the policing of the spread of terrorist and extremist ideology, in particular the foreign-imported strain. While the call goes out to all communities, Singapore's Muslims face a critical challenge, as the JI, who imported their ideology from the mujahideen in the Afghan war against the Soviets, claimed to be one of their own. The Paper proposes that the community develop a comprehensive, self-regulatory system to monitor religious education. It will help 'to detect dangerous extremist teachings, especially those from abroad, before they take root here'. Will the Muslim community be equal to the task? Does it have the resources it needs to do so? These are some questions likely to surface as Singaporeans digest the Paper's implications. In the first clampdown in December 2001, 15 operatives were arrested and 13 eventually detained. Another wave of arrests last August hauled in 21, with 18 later detained. In all, they mapped out at least six plans to cause death and destruction here, including bombing the American school, navy vessels, companies and also Israeli firms. Most of the 31 suspects have confessed to being JI members whose ultimate goal is to institute a regional Islamic order. Many, however, are loath to break their oath of allegiance, says the Paper. Their fear: divine retribution. But their plans came from an earthly source - foreign masterminds. 'It is clear that all of them were involved in an elaborate conspiracy, initiated and aided by foreign terrorist groups,' said the Paper, based on the Internal Security Act advisory board's report. There are some startling facts. The JI members operated in two worlds - one, a middle-class life of material aspirations and the other, a secret existence relying on code, clandestine meetings and lifetime oaths to militant jihad. Then there are the intriguing details, such as the letters of local JI mastermind Ibrahim Maidin to Osama bin Laden and the Taleban chief, Mullah Omar, seeking spiritual and ideological clarity. The overall picture that can be pieced together is of a cult-like group with beliefs most Muslims would not recognise as their own. This image corroborates the views of Muslim leaders at the outset of this saga, that the JI does not speak for Muslims here. Perhaps, the most significant point for Singaporeans to take from the White Paper is this: The JI cast its ideological battle not as a war between Muslims and non-Muslims. Rather, it is a struggle between JI and everyone else. What can Singaporeans do? The Paper recommends psychological strength as a people and mutual respect. Chomping on cigars and being chauffeured around in a limousine, he tells his clients, who are mostly businessmen, that he can get them honorary doctorates from an Italian university for at least RM20,000. Claiming that he is an adopted son of a local royal family, the 36-year-old bogus Datuk is alleged to have arranged for graduation ceremonies by renting conference rooms in hotels and hiring part-time actors to pose as university deans or foreign dignitaries to award the scrolls. For the past two years, dozens of businessmen and even Datuks, are believed to have parted with huge sums of money for an honorary PhD in social service to the con man who comes under the guise of a prince, a retired colonel, a relative of a Sultan, and even a ¡°Sir¡±. Many of his victims were taken up by the con man¡¯s expensive habits as he moved about in a limousine and held meetings in five-star hotels where he would regularly smoke cigars. However, his shady dealings came to an end when he was arrested while in the midst of trying to con a 41-year-old managing director in a five-star hotel in Jalan Bukit Bintang several days ago. Police recovered large amounts of fake documents purportedly issued by a university in Italy, name cards, letterheads, PhD nomination forms and certificates from the suspect¡¯s car and house. City deputy CID Chief Asst Comm Syed Ismail Syed Azizan confirmed the arrest and urged those who had been conned by the bogus Datuk to contact the City Commercial Crimes Unit at 03-21460522 or the nearest police station. An Italian Embassy spokesman said the scrolls were worthless as the university or its dean did not exist. He said the embassy was aware of the con man¡¯s activities since 2000 following queries sought by a local Datuk and a company director over the authenticity of the awards. Investigations by Italian police showed that there was no such House of Sovereign Crown of Susiana and Prof Ambrosini, Grand Master of the Order and rector of the WUR Diandra University at the address printed on the PhD application forms. ¡°We sent two letters to Wisma Putra informing them about the con man and requesting them to take immediate steps to check his activities,¡± the spokesman said. He said the embassy was concerned over the matter, as such a scam could damage the country¡¯s image. The spokesman also explained that Italy did not have a King, as it was a republic. A 41-year-old managing director, who declined to be named, said he recently got a call from a man claiming to be a Datuk who allegedly told him that he was among four people selected to receive an honorary doctorate for social contributions to the community. ¡°The ¡®Datuk¡¯ told me that the king of Italy will be presenting the scrolls during a visit to Malaysia on March 12,¡± he said, adding that he had agreed to have a meeting with the 'Datuk' at a hotel in Bandar Sunway. ¡°Initially, I doubted the caller. But I was convinced after the Datuk showed me documents about the university and the award,¡± he said, adding that the 'Datuk', who knew about the businessman¡¯s contributions especially to charitable organisations, demanded RM20,000 for the scroll. The businessman, who did not have enough money at that time, agreed to make the payment at a hotel in Jalan Bukit Bintang later. ¡°Several days ago while I was with the ¡®Datuk¡¯ to pay the money, several plain-clothes policemen walked up to us and arrested him,¡± he said. Initial police investigations showed that the suspect was arrested two years ago in connection with a murder case.
