The CIA letter opener was primarily a thruster, than a slasher as i recall. They are primarily useful as expedient stabbing implements. As such, the best and fastest way to put an edge on them is with a metal knife, simply cutting into the plastic as if you were whittling an edge on a stick or a pencil. I can't imagine trying to sand down any of them to anything like a good cutting edge -- the material just isn't suitable for that, at least in my opinion.
