This length is different to the British Army Jungle survival Knife which has an 18cm blade. As to requesting a machete you go through the normal military procedure. If you have seen the movie "the perfect weapon" (Jeff Speakman) -- he also introduced kali also (from John Sepulveda) in that movie only in few minutes and that few people are starting to notice. Have you decided on a date for September? Although I'm sure you've considered this, a good method to reduce excessive strike exchanges would be to score only those which have not been returned, aka a clean shot. A debit for both players for an unclean shot would probably make for a boring show although such scoring may be truer (not true) to combat. As for the exclusion of empty hand techniques, would that exclude disarms (grab stick + hit hand, snake, etc.) and Serrada-type techniques. I'm new to your rules, but I'd like to start a discussion to learn more.
