Before I continue, I am not the firearms instructor in my department, I am the defense and arrest tactics instructor. I have assisted in running about a dozen force on force simunitions exercises in the last three years. The issue of live firearms in the training area is fairly easy to solve. The training area is a closed area. No live firearms or live ammo are allowed in. The training area is searched prior to the exercise, all participants are searched on entry and again prior to participating in the simulation. Based on the simunitions training I have participated in, I have observed several things. First the wild west mentality is alive and well, a large number of officers will stand exposed and shoot it out relying on firearms skills rather than good tactics. When the multiple paint marks on there gear are pointed out to these officers they usually claim they hit the bad guy first and would not have been shot. ( IN our training all officers must wear eye, neck, and groin protection other protective gear is left up to the officer) Second, the officers who wear the heaviest protective gear consistantly show the worst tactics, and also tend to exagerate their firearms skills. Third, these officers tend to be the most resistant to instruction and advice from the firearms instructors. My conclusion has been that painless paint marks or critisism from the instructors are less effective in teaching good tactics than the effect of a simunitions round hit on an unpadded or lightly protected target. To close let me share a personal experience. The last simunitions exercise I participated in involve serving a summons on a very agitated subject. ( This is something I do regularly as a part of my duties) I approached this as I normally would and things went well in the initial contact. As I disengaged from the subject I stepped on something and looked down to check my footing, as a result I missed the subjects initial move to his concealed gun. I took one hit to the chest before I could return fire. In this exercise I was wearing only a short sleeve t-shirt over my chest. The hit I took was at about 10 feet and the resulting welt lasted about three weeks. Every morning it served as a clear reminder of the result of bad tactics and inattention. I doubt that anything the instructors could have said or a temporary paint mark on the gear would have had the same effect. I apologize for the overly long post, but over the years I have often seen martial arts people train at a very low intensity with firearms and expect to be ready for combat. This is no different than doing a few rounds of point sparring as preperation for fighting a really angry Mike Tyson. It protected his hand from knives, and the heavy buckle KO'd the bad guys. For that reason alone, I wear a thick leather belt with a somewhat substantial buckle.
