Unfortunately finding enough qualified judges always seems to be a problem. Sometimes offering money works well but I've had times where even this doesn't bring in a good variety of judges from different schools or styles. In my opinion the best thing that you can do is what you're already doing. Hold educational meetings for those that you feel may not be currently qualified to judge the event and if people don't show up then they may not be permitted to judge. However, one of my former instructors has always been of the opinion that if they are a black belt and want to judge they should be allowed to as long as they are needed. You might be of the opinion that maybe a TKD practitioner cannot judge, for instance, soft style forms, or that a Wushu player cannot judge Okinowan style forms. However these people will generally tend to move themselves out of particular divisions if they themselves don't feel that they are qualified. I didn't see anything in your earlier post as to what kind of tournament you are holding but that information might help others with recommendations.
