Take a cigarette lighter, paint it in camoflauge, call it tactical, and every militaria geek and 2nd Lieutenant will be in a rush to grab them. Anyway, the Army uses the acronym TTP, or tactics, techniques and procedures to describe what we (and the enemy) do in combat operations. This illustrates a "top-down" approach to everything, something Sergeants Major and Privates alike bitch about, since the training of a soldier uses the model of a baby: crawl, walk, run. As it is, I will go from the ground up, using the rifle as a model. Procedures consist of familiarization with the weapon, safety, loading, firing, unloading, clearing, marksmanship fundamentals, etc. Techniques involve learning to shoot from different positions: prone, kneeling, standing, as well as shooting while walking, jogging, or from a moving vehicle, or at moving targets, weak hand/eye shooting, etc. Tactics involve the "why" and "when" that complement the "how". In a nutshell, choosing the right tools for the problem at hand. This is why you don't see soldiers clear a room by low crawling; they walk/run in what's known as "careful hurry". It's why the Special Forces have the SOPMOD M4 carbine that enables them to attach different fire control accessories on the fly. But one thing I would like to add is that there is very much a conceptual element in strategy and more of a nuts-and-bolts, on the ground, element to tactics. It's making the transition from planning into doing. I often tell people that the difference is strategy is the concept of how to secure a fire zone and maneuver. Tactics are how you get across a particular patch of land. As such, tactics are situation specific, whereas strategy is the guidelines you use to develop those tactics. Strategy is also what allows you to change course when you encounter resistance or problems with implimenting your tactics. Example; your right flank in a holding maneuver while your center and left flank give ground.
