Toril Jr. and Physical Education and School Sports (PESS) Division Chief Edna B. Deriada. This was in collaboration with the Western Visayas Technical Officiating Association (WVITOA) last September 7 to 9, 2006 at the Pana-ad Covered Gymnasium, Barangay Mansilingan, Bacolod City. The purpose of the seminar was to orient PE teachers on Arnis officiating, update Arnis officials of the latest rules in sport Arnis, and enrich knowledge on the conduct of DepEd Arnis competition. The seminar was attended by Division PESS/MAPEA/MSEP supervisors/coordinators, secondary PE teachers, and DepEd officials both in the elementary and secondary public and private schools in Western Visayas as well as few renowned arnis grandmasters from Negros Occidental. The lecturers, who primarulky came from Iloilo City, were John S. Corona, Julius P. Pondaya, Neil L. Godilano, Jemmy T. Losano, April May G. Fama, Fernando A. Aloro, Geronimo Salmorin, Charlemagne B. Yabut, etc. Arnis Philippines (ArPi) Commissioners Randy Seneres (Iloilo Province) and Bonnie Celendro ( Iloilo City ) were the demonstrators of the basic skills of Arnis. Covered topics include Arnis history, terminology, warm up, laban laro (full contact/sparring) and anyo (forms), sinawali, and officiating. Arnis is the national martial art of the Philippines as recognized by the Filipino Government, previously governed nationally by the National Arnis Association of the Philippines (NARAPHIL) by then Chief of Staff Fabian Ver and today by the arnis Philippines under the leadership of its President Raymund Velayo. Arnis is a generic term applied to the hundreds of traditions, forms, styles, and systems of Filipino Martial Arts (FMA), whether indigenous, eclectic, and foreign based, scattered all over the 7, 100 islands of the Philippine archipelago. Arnis is a corrupted Spanish term which means "armor, mail, or protective bracelet." When applied to FMA, it refers to one's ability to defend oneself as if one is wearing an armor. It is variously known as escrima/eskrima, baston, olisi, garrote, estoque, estokada, etc. in various parts of the country. Hon. Juan Miguel Zubiri had authored a bill that makes Arnis the National Sport of the Philippines. In Negros Occidental, more prominent organizations working to preserve and/or propagate Arnis to different levels of the society include Negros Occidental Baston Federation (NOBF), Bacolod Negros Arnis Federation International (BNAFI), Inc. (1) Zubiri used to be a Bakbakan fighter and a student of Topher Ricketts. (2) Raymund Velayo was a Modern Arnis lakan and official. Way back in the '80's, a mutual friend introduced us, and Raymund Velayo sent Godofredo Fajardo to me as my private instructor in Modern Arnis in the Philippines.
