It was (is) a testimony to Manong Ramiro as a Minister to bring these two great teachers together after so many years. It was a great moment for FMA to have these 2 prolific & historical groups united to promote the arts we love. I was able to witness this wonderful but brief reunion & join them in a picture as they both sat with each other. You too Ou can view the picture at Master Tim Evans website. A native of Talisay City in Negros Occidental, he is the president of the world Dekita Tirsia Siradas Federation, a group that studies and trains close combat fighting skills as an art of self-defense and exercise. Tortal has been in many parts of the world teaching the said martial art to members of the police and army. "It is a traditional and cultural art of the Filipino, Khali is a very systematic way of combat fighting based on the science of strategy and tactics," said Tortal. The group uses all kinds of bladed weapons, including arnis rattan sticks, during training. The art is not only for self-defense like disarming an attacker but develops one's physical and mental endurance and alertness as well. "You can finish him or you can destroy or damage then you have to apply your counter techniques, meaning that is the time that you apprehend the guy," Tortal said. He conducts a training in Negros Occidental every two years to those interested to learn the art. Michael Williams heads a training center in Boston, Massachusetts and has been a student of Tortal since 1996. He admitted gaining a lot from learning the art. "It is really effective in economy ways you don't have to, doing it is very natural type of art, so it's self-defense in that way," said Williams.
