IIRC, the TAGB was a group of black belts (I think the head guy was 7th Dan) who broke away from the ITF - don't know the date, I'd presume mid or late 80's at the earliest, based on what little I know about how they do the forms. Being among the young spring chickens, it's a different feeling to attain the rank of black belt. It's completely different seeing an adult attain the rank of black. A group of 3 ladies and 4 men went to Kukkiwon in November to test for their black belt from my TKD school, and just watching them train was amazing. I missed the opportunity to watch them test, but seeing them in class I know they put their all into their test. Adults tend to appreciate their achievements more readily than us young spring chickens. Again, congratulations to your wife, Anthony. Thus, it`s not allowed hitting the head with your fist. Its also forbidden hitting with backfists, sonnal-chigis or whatever (elbow or knee striking or throwing is forbidden as well.) Our competitors are allowed to kick to your red/blue stripes on your hogu and to attack the front of the head with feet, whereas there can be decided to give one point or a half point for each regular hit. According to Grandmaster Yang (8th DAN) and Grandmaster Pyo (6th DAN) it is not the TKD`s aim in a fight "cutting the opponents head off from his body". Its enough giving him a slight/medium hit as it is not the aim to destroy or to win but to learn and "go your way" thru life.. But -nevertheless- a regular hit to the hogu has to fulfil the following rules: the opponent must be stopped or thrown back the kick/punch has to be seen as a strong hit there has to be a "sound" if the punch/kick "meets" the opponent`s hogu. the technique has got to be done without any loss of balance.
