Choi's Encyclopedia of Taekwon-do there is pictured a newspaper clipping (hard to read, even if one reads hangul). The clipping from Dong-A newspaper is claimed to announce the officers of the 'newly formed Korea Taekwon-Do Association'. The officers were: President, Gen. Choi Hong Hi, Vice President, Mr. No Byung Jik, Mr. Yun Kae Byung. There are many aspects to each form to explore and master and it is a rare person who will be able to master all of the forms in their art or arts (at least to the extent where they have nothing more to learn from them). However, consider the collective works of literature. I am unaware of any person who has read and studied all of the world's literature and has nothing more to learn from these writings. Yet, every day, new books are written (not commenting on the collective quality of the majority of those books). There is a dimension to be learned from the creation of new literature, forms, or any type of creative endevor. I would submit that said creation should only be undertaken by an experienced MA and/or one properly supervised so that the skills and principles incorporated in the form are valid (it is undesirable to repeatedly practice incorrect techniques - also, one should learn to walk before trying to run). Many/most of these forms will not be passed on to futrure generations of martial artists. That is not the purpose. The creation is meant to stimulate the creator and teach them to think about technique and dynamics, and, in that way, it can be valuable.
