Ken, have you ever been to a seminar? :) In a multi-day seminar the contents will vary based on those there and the levels of the participants will probably be from color belt to mid/high level Dan rank. The empty-handed sparring form is completely choreographed, from what I've seen, and broken into 5 parts, with the partners returning to a ready stance between parts (each part typically ends with a takedown and finishing move). To be honest, I've never seen two people practice either the staff or the empty-hand form in a way that was not completely choreographed. The "either side can initiate any series at any time" statement came from something I'm pretty sure I read in a officially-produced KSW book on jun bong techniques. If I get the chance I'll try to confirm that. I'm not sure about all KSW studios, but we're definitely learning both sides to the forms.
