The name means "18 weapons", and I've also recently seen it (in my searches) referred to as "Korean Kung Fu." I'd like to know more. < Not exactly Kung Fu, but that might be how it was explained to your Grandmaster. I don't have all the information to hand, but from memory this is some background information about Sip p'al gi. Sip p'al gi indeed refers to '18 techniques.' My research has so far traced these techniques back to Ming Chinese military manuals. However, they are of interest to us because they appear in a later Korean military manual. However, the modern techniques called Sip p'al gi to which you refer belong to a martial art created by Kim Kwang-seok. He put together/ rediscovered these techniques, probably in the 60-70's. By 1988 he was confident enough to publish a book (he has published several since). The book linked his techniques to the Korean military manual (the Muye Tobo T'ongji). He made the techniques look Chinese in style (and he may have been correct about this). However, they look more Taichi than Kung fu. The techniques, incidentally, focus on weapons (mostly swords) and not empty-hand techniques. [Note to Ray Terry: I am talking about the book you purchased last time you were in Seoul] However, it appears that the martial art was not 'successful' and has disappeared. It is tempting to speculate that at that time, the expectation for a martial art was for hard Japanese-style (/open can of worms) martial arts and Kim was not understood at the time. Anthony reports that Sip p'al-gae was absorbed by a Hapkido style, but we don't know which one or when. I can outline the (ancient) history in more detail if you are interested.
