It's good to know there are some certified refs out there...I am presently certified in USTU, but not ITF... To answer your question, my information comes from reffing ITF point tourneys for the past 16 years...It is obvious that the organization or the tourney host has much to do with the rules and regulations...Now that you mention it, I do recall sparring in a few USTF tourneys that allowed hands to head...but they are not ITF...I have been informed by a couple of others that their ITF organizations allow contact to head with hands... It's good to know that not all ITF organizations eliminate the use of hands to head...seems quite contradictive to eliminate hands in the art that includes hands...would love to see more of it...Thanks for your input and clarification... Could you tell me where I might be able to get a hold of an official ITF rule book for certification and how one goes about getting certified in ITF? The One and Only...
