Hmm... I don't know of _any_ ITF tournaments that eliminate hands to the head. High section punches are one of our more important techniques - particularly when done in a jumping motion. While we sharply restrict the contact level for kids, we've _never_ restricted hand techniques. In fact, that was one of my pet peeves about the WTF when I was a member of that organization. The USTF has published a very nice book: "Handbook of Tournament Rules and Regulations", ISBN 0-9622129-6-2. Amazon sells it for something like $6. To my knowledge, the only way to become an ITF certified referee is to A) be a member of the ITF and B) attend a ref's seminar. The best book on ITF rules (IMHO) is the one produced by the USTF. It can be found in the new web site at www.ustf-itf.com. One must be a member of the ITF in order to be a certified ITF umpire.
