The WTF has very open standards and allows almost anything. Provided, as you point out, that a master of high enough grade recommends someone for promotion. My Master, 9th Dan DH Kim of Tucson AZ is in this situation. He gets WTF certification through the Chung Do Kwan, but overall we do the old-style Pyung-An Chulgi, etcetera set of forms. And we've just started to learn the new Tae Guk forms. So yes the WTF is unique in that it has very open and all encompassing standards. But, not everyone belongs to the WTF, nor does every group *want* to belong. And I find it doubtful that everyone eventually will belong. It's still likely that there will be small organizations that remain outside the WTF by choice. And several substantial ones such as the ATA and ITF. You are right in that the WTF could technically absorb these organizations and allow them to "do their own thing". But, I find it unlikely that they will do that.
