The simplest answer to that question is "Argh". ;-) ;-) The USTF was the original National Governing Body (NGB) for the ITF in the United States. I believe it was founded by (now) Grand Master Sereff, 'way back when ('68? I'm not sure.) KATU was created by General Choi for a variety of reasons. IIRC it was founded in 1988, but didn't really do much of anything until Grand Master Hwang became it's president (1991 I think). Its status as an NGB was debatable for a while; I think KATU is generally regarded as an NGB at this point. Their coexistence is a bit rocky at times, putting it mildly. ;-) ;-) The only clearly defined lines of responsibility AFAIK is that KATU is responsible for fielding the Jr. National Team, while the USTF is resposible for fielding the (Adult) National Team. (Side note: the Jr. National Team left this week for North Korea, where the Jr. World Championships are being held. My instructor, Mr. Robert Rhone, is one of the coaches; we've also got a student from Colorado on the team. Go get 'em, boys!! ;-) KATU and the USTF really just present multiple paths to the ITF. When I was a member there was bad blood between the 2 groups at least from the KATU side. They both represent and certify through the ITF as is the custom in almost every country representing the ITF, in that more than one representative body is recognized by the ITF in the case where groups split and create their own organizations. I don't have any recent information, but my initial reaction is "Of course not, don't be ridiculous!". Given that he's Gen. Choi's son, the fourth person to make 9th Dan, and ready to step into the leadership of the ITF when the General steps down, I find it extremely unlikely he'd leave the organization. ... And if he did, I find it extremely unlikely he'd join the WTF, which promotes what is effectively a completely separate art. That's an "extremely unlikely" times an "extremely unlikely", which is close enough to "absolutely not" for most purposes. GM Choi would be much more likely to establish his own independent organization.
