BYLAWS CHANGES....
SEPTEMBER 2000 TO NOVEMBER 2000:
ARTICLE I, Section 6(c)
September 2000
(c) To be eligible to register as a Group E member, each club must submit an
application for Group E membership in a form prescribed by the Corporation, a
copy of the instructor's Kukkiwon certification, a copy of any yellow pages
(or any other telephone directory) advertisement of the club, and any
additional information that may be required by the Corporation.

Article I, Section 7(h)
September 2000
(h) Any Group F member who is not also a member of a Group E member, and any
Group F member who is a member of a Group E member which does not qualify to
elect at least one delegate to serve on the State Board of Governors of the
State Association (collectively referred to as the "non-attached members"),
shall be entitled to elect delegates to serve on the State Board of Governors
as provided in this Section. The State President or his designee shall
notify all non-attached members of their right to attend a statewide
non-attached members meeting at least 14 days prior to the date of such
meeting. This meeting shall take place on the same occasion as the State
Board of Governors Meeting, however it shall be scheduled time-wise prior to
the Board of Governors Meeting. The State President will call the meeting to
order and immediately call for the election of a chairperson to run the
meeting. The non-attached members shall be entitled to elect one delegate to
the State Board of Governors for the first thirty-five (35) non-attached
members present or voting by mail, plus an additional delegate to the State
Board of Governors for each additional forty (40) non-attached members
present or voting by mail. Non-attached members may vote for delegates by
mail, provided that voting by mail is not otherwise prohibited by the laws of
the state where the election is being held. The results of this vote will be
filled with the Secretary General of that State Association and with the
National USTU Headquarters.

responsibility, delegate power and authority to officers and/or committees
and others associated with the Corporation.
Section 6. Except as provided elsewhere, the National Board of Governors
shall elect from among its members at the Annual Meeting every four years,
the following officers, who shall be the officers of the Corporation:
National President 1
National Vice-Presidents 3
National Secretary General 1
National Treasurer 1
Section 7. The National Board of Governors shall elect the USTU
Representative to the USOC Board of Directors, the Pan American Taekwondo

the event there are no individuals registered in the State which satisfy
those requirements, the Athlete Representatives shall be elected by those
individuals registered in the State sixty (60) days prior to the state
meeting and who have placed 1st, 2nd, or 3rd in the State Championships in
the last ten (10) years.

the tournament date, and must be sent to the official address under which
each delegate has registered with the Office of the Executive Director of the
Corporation.

championships will be held and including the time and location of the State
championships. Such notice must be in writing, must be postmarked or sent by
certified mail return receipt requested at least forty-five (45) days prior

each delegate has registered with the Office of the Executive Director of the
Corporation.
Article XXVI, Section 8(a)

(a) Within twenty (20) days of receipt of all comments, the panel shall
consider these comments, determine whether any changes should be made to the
proposed findings and statement of facts. If necessary, the hearing panel
can than obtain additional evidence before issuing a final decision. A final
decision shall require a two-thirds (2/3) vote of the members of the hearing
panel.

(a) Respondents and Complainants have twenty (20) days to comment on the
proposed finding. After which time, the panel shall consider these comments,
determine whether any changes should be made to the proposed findings and
statement of facts. If necessary, the hearing panel can than obtain
additional evidence before issuing a final decision. A final decision shall
require a two-thirds (2/3) vote of the members of the hearing panel. The
final decision must be handed down within forty-five (45) days from the date
of the Proposed Finding.
Article XXVI, Section 10

should be addressed to the Executive Committee, in care of the Executive
Director, and should include the reasons why the member believes the decision
of the hearing panel should be modified or overturned. Within fifteen (15)
days of receipt of the appeal, the Executive Committee shall appoint a
subcommittee (the "Appeal Subcommittee") consisting of five (5) of its
members to review the evidence and arguments presented to the hearing panel.
The Appeal Subcommittee shall also schedule and hold a hearing, which may be
held through telephone conference call, at which the parties may present
their arguments in favor of or against overturning the decision of the
hearing panel. The Appeal Subcommittee may not, however, receive at the
hearing any new evidence which was not presented to the hearing panel in
connection with the complaint. Within thirty (30) days after the completion
of the Appeals Subcommittee hearing, the Appeals Subcommittee shall render a
decision either upholding, modifying or overturning the decision of the
hearing panel.

Dear Bruce,
I understand your frustration. But your argument is true for Education in
general. We all have experiences with bad teachers in high school and
colleges. The good students learn whatever they can and move on.
How many of us who are still with the same MA instructor who taught us when
we first started as a white belt. The good students again learn whatever
they can and move on to look for a better instructor (this may be why so
many MA schools close down).
You can argue that a bad instructor teaches the wrong techniques, turns off
the students, etc. but is that part of the selection process? Right now, my
daughter has a bad Spanish teacher and she absolutely hates the subject. I
do hope that in the next few years, she will have better Spanish teachers
who will make the subject interesting again for her.
About who gives the GM the power to pick and choose what gets taught and
what does not? Nobody and Everybody. Professors at colleges do this all the
times. They pick the book (sometime their own) and teach whatever they want
especially at the graduate level.
Supply and demands is what make a free enterprise system like ours work. HKD
by your definition, which may be the right definition, needs to have a
demand. If there are enough "customers" then you are successful. You seem to
be upset because others teach something else and call it HKD, etc. Well, if
that's what their students want to learn then good for them. We all have
eaten imitation French food at French restaurants?
I am not saying that I like these practices, but I understand why it
happens. I have been practicing TKD for 34 years. Some years ago I committed
to help teach a class once a week so the regular instructor can go to
school. After a few weeks, most of the students decided to skip my class
because I made them work too hard. I corrected their stands, their blocks,
their punches, everything. I wanted the moves to be perfect, I tried to
explain why we do a technique a certain way. Their regular instructor did
not care as much. And these are all adults (the youngest was 14).
Sorry for rambling. I will now get off this subject.

Dear Patrick,
What make HKD and all others MA infinite is not the number of techniques but
the use and the perfection of these techniques. Learning the techniques is
just like learning grammar in a language. What we use with the grammar is
what make a language interesting.
Think of all the GMs who have been practicing their arts all their life and
still have more to learn. I have only been practicing TKD for 34 years, I
know that I have a lot more to learn and enjoy it every step of the way.
