I know quite a few editors and writers tell me that, with the advent of Ezines and other web based methods of passing information, the martial art magazine industry has suffered great losses. IMHO, if we don't support our own TKDT magazine, I fear it may go the same way. To ensure that this avenue of communication does not go the same route as the two magazines you mentioned in your post, we need to subscribe to it. I can see reasons doing a skip dan from 1st to 3rd, e.g. a person stayed active during those years but was not interested in testing. Doing a skip dan from 3rd to 9th would not be reasonable.
