Choi April 13, 2001 18:12:56 The Japanese government cannot escape its responsibility for approving a controversial history textbook, even though it is offering some excuses, Korean Ambassador to Tokyo Choi Sang-yong said on Friday (April 13). Japanese officials said that the Japanese government's historical perspectives are not identical with those of the specific textbook. Although it might be seemingly logical, I believe that the responsibility lies in the Japanese government, which reached the judgment that the controversial textbook is appropriate for use, Choi said. Choi, who was temporarily recalled to Seoul on Tuesday in a show of strong protest, made the remarks in a press conference at the Foreign Affairs-Trade Ministry. The Japanese government announced last Tuesday that all of the eight textbooks submitted for government screening, including one authored by a group of right-wing scholars, had been approved for use at Japanese junior high schools beginning in April next year, igniting furious reactions from Seoul and Beijing. For example, the controversial history textbook glorified Japan's war of aggression and brutal colonial rule. Choi stressed that he did his utmost to convey Seoul's views to the Japanese government during Tokyo's screening process, although it is very regrettable that the outcome of the screening process didn't meet Seoul's expectations. The university professor-turned-ambassador said that Japan's approval of the textbook is regarded as an outright violation of the Joint Declaration on a New Korea-Japan Partnership for the 21st Century, adopted during President Kim Dae-jung's visit to Tokyo in October 1998. Under the declaration, the two countries shared the view that they should make efforts to help the youths of the two countries have accurate recognition of their past history, he paraphrased. Choi said a majority of Japanese textbooks omitted descriptions of comfort women, or wartime sex slaves for Japanese soldiers, which is an example of Japan's efforts to cover up its past misdeeds. As a case of distortion, he said that the textbook made references to a small number of Korean leaders who agreed to the 1910 annexation treaty. As those Koreans are regarded here as traitors, it was unnecessary for the textbooks to have made such references, he said. Although the date of his return to Tokyo has not been set, the ambassador said he is planning to meet the Japanese prime minister and foreign minister to convey Seoul's messages. Asked about the possibility that the controversial textbook might be rewritten, the ambassador made it clear that if there are erroneous descriptions, it is natural to rectify them. At present, the Seoul government is set to wrap up its scrutiny of the contents of the eight Japanese history textbooks for middle school students around April 20 and take further actions on the basis of the close examination. However, Japanese politics might remain unstable for the time being, the ambassador said.
