Although the negotiations are still underway, it appears that a joint press statement containing several agreements on the issue of separated families and others will be announced tomorrow morning, said Deputy Unification Minister Rhee Bong-jo, spokesman for the talks. However, Rhee failed to comment on other issues, such as the Pyeongyang-proposed provision of electricity and the Seoul-proposed anti-terrorism declaration. The two sides on Monday struggled to hammer out an agreement on several pending issues, including the connection of the severed railway and roads, while key negotiators entered into the drafting stage of a statement following some tough bargaining in the afternoon. Meanwhile, North Korea's chief delegate Kim Ryong-song paid a courtesy call on President Kim Dae-jung at Cheong Wa Dae in the afternoon, along with two other delegates. They were accompanied by Unification Minister Hong Soon-young, South Korea's chief delegate to the talks. The ministerial talks, which got underway at the Olympia Hotel in Pyeongchang-dong, resumed for the first time since U.S. President George W. Bush took office in January with a relatively hard-line stance toward the Pyeongyang regime. The two sides launched extensive talks on five agenda items, fielded simultaneously by the two delegations Sunday. They are the connection of the severed Seoul-Sinuiju railway and the Munsan-Gaesong road, the construction of an industrial complex in Gaesong, anti-flood measures on the Imjin River, the reunion of separated families, and the stimulation of the Mt. Geumgang tourism project, including the construction of a road to facilitate access to the scenic mountain resort. Officials here expected the issues might be included in the joint statement, although the two sides should first strike a deal on detailed steps to implement these projects. The railway connection has drawn much attention because it could revolutionize cargo transportation across the Eurasian continent if implemented. At present, Russia, which operates the Trans-Siberian Railway (TSR), is the most active player, as Russian President Vladimir Putin showed keen interest in the early realization of the project during a recent summit with North Korean leader Kim Jong-il. North Korea proposed six additional issues, but South Korea is extremely cautious in dealing with two of them: the provision of electricity and the repatriation of unconverted long-term prisoners. Even not taking into account the size and cost of the electricity project, the United States is opposed to it, as the electricity issue is directly related to the current construction of two light-water reactors in North Korea, a project aimed at eradicating doubts on the North's past nuclear activities. As for the issue of 'political prisoners,' the South Korean government is steadfast on the position that it has already repatriated all North Korean prisoners wishing to leave.
