The agreement was made at the five-hour talks between the South's presidential envoy Lim Dong-won and North Korean National Defense Commission Chairman Kim during the former's visit to Pyeonyang from April 3-6. Upon arrival in Seoul from the four-day visit to Pyeongyang on Saturday (April 6), special envoy Lim read a joint press release on the inter-Korean agreement reached by the South and the North during his Pyeongyang visit. The joint press release was to be announced by North Korea at 11 a.m. at the same time, Lim told a press conference at the Secretariat Office for South-North Dialogue in Seoul. Lim briefed President Kim Dae-jung on the result of his mission in Pyeongyang prior to the press conference. According to the five-point press release, the South and the North agreed to normalize inter-Korean relations in accordance with the spirit of the June 2000 Joint Declaration. To that end, the South and the North agreed to build a new cross-border railroad and expressway on the east coast along with the early connection of the severed Seoul-Sineuiju railroad and Munsan-Gaeseong expressway as earlier agreed upon. Envoy Lim delivered President Kim's "personal letter and message" to Chairman Kim Jong-il and held separate talks with Kim Yong-sun, a secretary of the North's (ruling) Workers' Party, according to the press release. In the personal letter and message to North Korean leader Kim, President Kim called for the resumption of dialouge with the United States and Chairman Kim expressed his consent to President Kim's call and awareness of the international sitution, Lim told the press conference. Lim said, however, that there was no "personal letter" from North Korean leader Kim to President Kim. "The South and the North agreed to make efforts not to cause tension on the Korean peninsula after discussing the latest developments surrounding the peninsula," Lim said. The South-North talks will be held at Mt. Geumgang, starting June 11, to discuss revitalizing the tourism to the scenic mountain on the North's east coast, and the reunions of separated families will take place at Mt. Geumgang, according to the joint press release. The North will dispatch its economic delegation to the South in May, as earlier agreed upon. The South and the North agreed to hold the seventh ministerial meeting, considering the progress in the implementation of the just-concluded agreements, and to resume the talks between the military authorities. Lim, one of the key architects of President Kim's Sunshine Policy of engaging North Korea, is serving as special advisor for foreign affairs, security and unification. During a question-and-answer session, Lim said that he also delivered messages from the U.S. and Japan to North Korean leader Kim but refused to reveal the contents, citing a diplomatic protocol and practice. Lim revealed that North Korean leader Kim expressed his intention to visit Seoul and meet with President Kim but that a specific agreement has not been made. The South and North agreed to hold the second economic cooperation committee meeting in Seoul on May 7 to faciliate various inter-Korean economic cooperation projects, including the construction of an industrial complex in Gaeseong City, 20 miles north of the demilitarized zone (DMZ), exclusively for southern enterprises, Lim said. The first meeting took place in Pyeongyang in December 2000. The North Korean authorities "repeatedly" expressed gratitude to the South for the shipment of fertilizer and foods to the North last year from a humanitarian perspective and said that North Korean people also appreciate the assistane very much, Lim said. The North then asked for more assistance of foods and fertilizer this year, reminding that it is in great difficulties, Lim said. Presidential envoy Lim was expected to return home through the truce village of Panmunjeom on Friday (April 5), but his return was put off one day because more time was needed to give a final touch on the joint press release, Seoul officials said. "Although the South and the North showed some differences in the course of talks, Chairman Kim Jong-il made (positive) decisions on most issues," Lim said. Lim met North Korean leader Kim Jong-il at Baekhwawon State Guest House on Thursday evening, when Chairman Kim made a surpirse visit. "During the four-day visit, we have confirmed that the North Korean authorities does not want to create a tension on the Korean peninsula and are ready to cooperate with the international community," Lim said. As the South and the North agreed to put their relations to a right track, the South is expected to provide the North with 300,000 tons of grain in aid, which it pledged to do so last year. An equally large amount of fertilizer could also be shipped to the North as the planting season is approaching. Observers said the resumption of inter-Korean talks and exchanges on the peninsula could also lead the North to entering into sincere dialogue with the U.S. and Japan. Washington has repeatedly asked Pyeongyang to come to the dialogue table to resolve the issue involving the North's suspected development of long-range missiles and other weapons of mass destruction (WMD). Pyeongyang has resisted the offer so far. The standoff has led officials in the South to worry about a potential security crisis on the peninsula after President Kim's term of office expires in February next year. Next year marks the end of Pyeongyang's self-imposed moratorium on missile tests. It is the target finishing date for the construction of two nuclear reactors being built by a U.S.-led consortium in North Korea. The project under the control of, and finance by, the Korean Peninsula Energy Development Organization (KEDO) is some five years behind schedule. North Korea has demanded additional compensation for the delay, besides 500,000 tons of diesel oil in aid each year. At the first-ever summit of the two Koreas in Pyeongyang in June 2000, President Kim Dae-jung and North Korean leader Kim Jong-il struck a five-point agreement, heralding an era of rapproachement and cooperation between the long-time foes.
