Are they allowed to register and compete if they only have a black belt certificate that is issued by a school /master, instead of the USTU or WTF? Do the kids have to be members of the USTU prior to registering and competing at the State levels? If the kid has a school certificate that is a higher rank than the one on the WTF certificate, is the kid allowed to compete as the rank on the school certificate? Does the State require the child to submit a copy of his or her certificate when they register for the State Junior Championship or for the Nationals? Does the Nationals allow a child with only a school certificate to compete as a black belt instead of a WTF certificate? The registration paperwork and checklist for the Junior Nationals asks for a copy of the Black Belt certificate; however, I know of numerous kids that have competed from a particular school who do not have a true Kukkiwon certificate because the Master tricks the parents and kids by issuing a very similar copycat version on the Kukkiwon certificate and states that it is the actual certificate. Luckily, my child had his first and second poom Kukkiwon certificates because of what we had learned at another school and by reading the USTU website. There are so many kids who are working their way up through the ranks as a second, third and fourth poom with only a school certificate to show for it.
