The address given is the location of GM Myungs' school in Tustin. There is, of course the LosAngeles PO box address given in the TKD TIMES ads for his books and tapes but the most expedient way to reach GM Myung is probably by phone. The recording at the 714-730-3000 number gives the times he is available as between 3pm and 8 pm California time. BTW: The website as well as the newsletter have been sporadic and of poor quality owing to inadequate oversight. From what I understand GM Myung has been having some pretty nasty health problems and even stated to me that he plans no events for the coming 2003-2004 time frame. Of course this is probably subject to change without notice. We would like to get him out to Chicago sometime this year (2003). I don't know that we want to risk a hypo- glycemic coma to do it. The World Hapkido Federation is still viable but is likewise having some difficulty while GM is dealing with his health. I am organizing a plan to have the folks here in the Midwest perhaps assume responsibility for the Newsletter. This is only in the organizational stage and I have yet to present this to GM Myung pending sometime when he is up to giving it his consideration. Q: Can any Taekwondo practitioner or a Taekwondo Dojang be affiliated to the WTF? A: The WTF is an IF (International Federation) governing the sport of Taekwondo. It consists of national Taekwondo governing bodies recognized by the NOC of the pertinent country as its members, only one in one country or self-governing territory. Thus, individuals, Dojangs and any other Taekwondo organizations cannot become members of the WTF. 2. Q: What are the official Taekwondo events of the WTF? A: There are several categories in the official events of the WTF. First one is WTF-promoted competitions such as World Taekwondo Championships, Women's World Taekwondo Championships, World Junior Taekwondo Championships, and World Taekwondo Poomsae Championships inaugural edition of which will be held after the year 2002. The second category includes Asian Taekwondo Championships, European Taekwondo Championships, Pan American Taekwondo Championships, and African Taekwondo Championships that are promoted by Regional Taekwondo Unions of the WTF in four continents. These unions have also promoted Regional Junior Taekwondo Championships. In the third category there are international competitions promoted by international sport organizations like CISM (International Military Sports Council) and FISU (International University Sports Federation) and by continental or regional sport organizations. World Military Taekwondo Championships, World University Taekwondo Championships are international event of Taekwondo only. Taekwondo is an official program of multi-sport and continental games like Olympic Games, Asian Games, Pan American Games, All Africa Games, East Asian Games, Southeast Asian Games, Central American Games, Central American and Caribbean Games, Bolivarian Games, Pan Arab Games, South Pacific Games. In the fourth categories fall the other international Taekwondo competitions that had WTF approval at the request of the Organizing Committee in accordance with the related rules of the WTF. Q: How can a Taekwondo athlete participate in official Taekwondo competitions of the WTF? Q: How can one become an International Referee in Taekwondo? The WTF grants WTF International Referee qualification to those who have passed the prescribed examination at an International Referee Seminar conducted by the WTF and have registered with the WTF within the prescribed time limit. Qualification for application to attend the IR Seminar is as follows: 1) 25 years old or older 2) Holder of Kukkiwon/WTF certificate of 4th Dan or higher. 3) Holder of national referee certificate issued by the pertinent member national association of the WTF 4) One recommended by the pertinent member national association of the WTF 5) One who has command of the oral and written English language 6) One who has no physical defect and chronic disease If you do not complete the registration process after passing the IR qualification exam taken at the end of the IR Seminar, you shall not be given an IR number and IR certificate. It means, you will not be considered as an International Referee. After becoming a WTF-registered International Referee, one should attend International Referee Refresher Course conducted by the WTF, especially after amendment to the Competition Rules is made. Once the WTF decides to hold the IR Seminar, it sends out the related notice to pertinent Member National Associations. 5. Q: Are there Taekwondo products recognized by the WTF? A: Yes, the WTF has recognized Dobok (Taekwondo uniforms), protective equipment - headgear, trunk protector, forearm and shin guards and men's and women's groin guards -, mats and electronic scoreboards to standardize the Taekwondo-related products and for the safety of Taekwondo contestants. All the equipment used at the WTF official events such as uniforms, protective equipment, mats, and electronic scoreboards should be WTF-recognized ones. Recognition on such products is granted by a contract between a company and the WTF after strict examination of the pertinent product by the WTF. Korean Taekwondo Association (KTA hereafter; the president is Mr. Cheon-Seo Goo) has decided to take electronic protectors from next year. Discussing this matter during the Technical Committee General Meeting on Dec. 10, they have reached the decision to take the electronic protectors made by Fair Play. Chosen as an official Olympic game, Taekwondo seems to have become a world-wide sport. However, there have been a lot of controversies over refereeing, and it has been long demanded that electronic protectors be adopted in Taekwondo games. Accordingly, so many companies and individuals have tried to develop an electronic protector over the last decades, discovering and improving various problems that may occur if it is adopted. A KTA person said, "We opened a public hearing at Olympic Sports Complex on Sept. 27 and listened to people from each different Taekwondo area. Then we endorsed the adoption of electronic protectors, which was a long wish of all the Taekwondo family. Mr. Jong-Dae Kim, president of Fair Play, said that Taekwondo demanding momentary speed and power is not easy to judge, and that the electronic protector displays accurate scores immediately and it will help Taekwondo games more enjoyable just like basketball, eventually promoting its popularization. "The electronic protector adopted, athletes will concentrate more on accurate power and speed than on feinting or simulation. So their ability will improve much and Taekwondo, which has become one of the most scientific Olympic sports, will be cleaned of stains associated with refereeing controversies," he said proudly. "KTA's new decision will open a new chapter for Taekwondo history, and I'm very glad that my company Fair Play will play a role in it. Besides, I am very pleased that my company has contributed to the growth of Taekwondo." Fair Play's electronic protector came into being after 17 years' research, and got revised and improved through more than 100 games - on and off record, finally becoming what it is. This electronic protector was officially accepted by Pan Am Federation (president Cha-Seok Park), the branch of WTF, in Feb. last year, and it has been supplying the protectors since. Moreover, Fair Play was also accepted by AAU and Korea Taekwondo Federation of Sports for All. The electronic protector is composed of two parts: head and trunk, and since it has an electronic chip inside, impact intensity of attacks is discriminated and displayed immediately on the electric board through the wireless system. Besides, you can enter a default intensity value so that correct points can be given for each different weight division. Kukkiwon Dept. of Education Committee Chair Kyu-Hyeon Lee said, "We expect that if the electronic protector is adopted, Taekwondo games can be operated more fair, free of refereeing controversy. However, I am afraid that Taekwondo as a martial art seems to fade out." School owners are more interested in its durability and economical efficiency: how long the expensive products can be used without being broken, and how they can buy them at the lower price and with more ease. The protector is made to be hit and kicked so that it may be really easy to be broken and it is very expensive so that it will be of a great burden for individuals to buy them. Mr. Sang-Guil Shim from Taekwon Paksa, who has been competed against Fair Play for several years, congratulated Fair Play for KTA's new decision. Taekwon Paksa's products are actually sold to local Taekwondo schools since May this year and they are also of good quality. Even though they were not officially endorsed this time, they will keep improving. He hoped that the Taekwondo world could grow more and advance on, based on this small reform. Coach Se-Hyuk Kim from Samsung S1 has pointed out that the official endorsement will bring about changes in Kyuruki techniques, more dependence on punches and more weight on straight-lined motions than colorful curved-lined counterparts, which may undermine the good intention of adopting the differential scoring system. "I definitely approve its adoption. But first we need to modify the rules so that chief referees and sub-referees can operate games with strong authority to judge whether any kick or punch is counted as any point. For this sake, we should make up a committee so that they can discover and resolve problems in advance, which may occur during games." The electronic protector is now considered as one of the necessities.
