In the old regulation, there was a line saying "the licensing rules do not apply for foreign instructors invited to teach seminars in Poland". Somehow it got lost in the new version, but on the other hand... "The only persons authorised to teach martial arts are the ones in possession of an instructors license in the given art". If somebody comes from some other country and has got an instructors certificate it should be no problem. The bottom line is, the whole MA licensing law here has a lot of "holes". Even the people from "unrecognised" martial arts find their way to get instructors license. I know four hapkido instructors here - three of them have got TKD license and one is also certified Jiu Jitsu teacher. After all, Bruce makes a good point about things like seminars, and there are other thoughts such as who is qualified? 3rd dan, 4th dan, 5th dan? There are more questions than answers. Our school operated in this area for about 15 years under the name Changs Hapkido Academy and Charlotte Hapkido Academy, respectively though I was a student there only a short while. When the school closed citing financial woes Mr. Wilbourn was hopeful that perhaps he could resume teaching once a different location was secured, however it's been about six months and though he has my contact info I haven't heard from him. The World CAN be a very fearful place. That is not to say that it IS a fearful place. However, a great deal of that fearfulness can be in the eyes of the beholder so I posit the following thoughts. a.) Humans by nature are not preditory. They can become preditory and this usually results from extraordinary circumstances. The conclusion is that the numbers of Humans with preditory behaviors is minute compared to the overall population. b.)Those preditory individuals who WILL attack with or without provocation may just as likely attack through character assassination, slandal, libel (white collar assault) as with a pipe or boot. Without development of a warriors' character a fighter, when faced with such a circumstance, will be neatly frustrated by his own inability to act. c.)We Americans like our immediate gratification, and to this end we provide quite a following to those in the media who present an image of not having to take "anything from anybody". The fact is that in our culture the average person must take a lot from a great many people and with damn little recourse. We know, for instance what Dirty Harry can do righteously against a dirt-bag with a .44 Magnum. We don't know what Dirty Harry does when faced with unemployment because of department cut-backs or a slanderous charge trumped-up by a socio-pathic citizen. We don't know what Dirty Harry does when his health insurance premiums are raised and his coverage is curtailed--- simultaneously. d.)The Korean MA are to a great degree anachronistic. Developed in a time of very individualized conflict and combat they are now striving for their existence in a world of Internet and video games. The actual need to run an individuals' face into a fire-hydrant while producing quite a mental image is little and none. The need to develop the sort of tough character that can keep a person going even when the bad guys seem to be walking away with Enrons' money and Nigerias' economy is a far greater need. Anybody who has been in the Joint will tell you that you don't need KMA to know how to fight. However, disciplines such as the KMA do provide venues for learning how to steel ones' mind (and body) in order to be able to survive those dark days of Life that neatly un-do others. Their 'Kenclean' solution is designed to be easy on the mats, while at the same time getting rid of HIV, hep, staph, ringworm, etc. Probably not as cheap as bleach and water, but they're probably the industry standard when it comes to this issue. In addition to the mats, I'd guess it works fine as a rub down on the vinyl covered heavy bags and kick shields. They can be found at www.kennedyindustries.com . I think my training in both the martial arts as well as my training in the police academy has helped me. Perhaps it was the verbal judo classes that really helped. :) Our department has very strict standards on the amount of force that an officer can use when subduing a suspect. Far too many officers freeze up and get their butts kicked or apply "over kill techniques". Then the city has to shell out $$$ for law suits. I got to see more stuff here in the Los Angeles area than I ever dreamed of seeing working for Minneapolis PD. The training I got here was 100 percent better than almost any department in the US. If I got hired on here with the skills I learned in the Minneapolis PD, I would of gotten killed by now. I know one police officer who has suffered five concussions on the job and was forced to take early retirement (medical) at 32 years of age. Funny thing about him was that he was my FTO "field training officer". He never liked the way I handled situations. I got low evaluations from him all the time. He told me I should handle situations with a more commanding voice and do this and do that. Well, look who's taking the medical at 32. Not me. My last evaluation was excellent.
