Fortunately, both of them are symptoms of the same phenomenon. Plateaus occur when you have wrung the last drop of improvement out of your current routine. Let's say that someone goes on a "push-up program". It's nothing for someone to double the number of push-ups they can do after a few weeks of concentrated training. After a few months...it's a different story. Life is not linear, and you can't expect continual improvement by doing the exact same thing that you've always done. Once you hit a plateau, it's time to start something different. You may trade in your "push-up program" for a "dips" program, or some sort of resistance exercise that is similar (benching, pressing, etc). Kicking is no different. Alter your focus to kicks that you don't normally practice all the time. If the last six months has been nothing but roundkick and sidekick, then you shouldn't expect much additional gain by continuing to polish those grooves. Start working on crescent kicks for awhile. Or, maybe spinning kicks. Stop kicking altogether, and work on punches and blocks for a few months. Bottom line...give your body something NEW to work on. Also, this stuff is as much mental as it is physical. The brain likes new stimulation. What you're describing sounds more like a regression. Regression is the result of overtraining...plain and simple. Weightlifters call this "crashing". All of a sudden they can't sleep, they're depressed as hell, getting sick, and all of their lifts have dropped by 20 pounds. Could have something to do with the fact that they've been doing the same routine for six months, and they attempt new personal records on every lift every single workout. Duh!!! Martial arts (or jogging, or calisthenics, or ball sports) are no different. Give yourself time off. Try new things. Get some rest. If you are slower or feeling sluggish, then I guarantee you that you're overtrained. Remember the golden rule...life is not linear!!! If nothing else, just pull back on the accelerator a bit. Don't make every workout a personal best, and don't judge yourself by your last workout. I used to think, "Well, I did X number of kicks my last workout, so I need to do X+10 kicks this workout or else I'm not getting any better". Wrong!!! That's a classic formula that will lead to overtraining. On the physiological side...look at the way you've been working out. If you are like a lot of martial artists, then your routines probably entail a lot of time spent in the oxidative energy pathway (slow, steady state aerobic evercise). This is very taxing over the long haul, and is also conducive to stimulation of the slow-twitch muscle fibers. If you perceive yourself as getting slower or having less power, then it may be in how you are training. Put in some work to stimulate your fast-twitch fibers. Sprinting and lifting are two of the best ways to do this. Seek advice on this. Also, you could probably use some stimulation of the nervous system. Sprinting and lifting will also help with this. Just make sure that you stick with light weights on the lifts, and try to move as fast as possible. The Olympic lifts are ideal for this. Again, seek advice. An easier alternative is to try some explosive calisthenics along with the sprinting (somewhat akin to a plyometric program). I would prescribe jump squats and some sort of an explosive push-up (clapping push-ups, etc.). Don't do many of these as they are very taxing. The goal is to stimulate the nervous system, not to build muscle or cause fatigue. In a nutshell, your problem probably has nothing to do with stretching or with your kicks themselves. The problem probably lies along the fact that you are understimulated in the anaerobic energy pathways (glycolytic and phosphogenic), and overstimulated in the aerobic pathway (oxidative). On top of that, your nervous system may need a wake-up call with some explosive movement. Give this some thought after you've gotten that rest, or time off (personally, I think you're overtraining). You could write a book on this stuff, but this is probably enough to get you headed in the right direction. I hope this helps.
