A Turbulent Time for the Military Arts in Korea The last six months have seen a great deal of turbulence in the traditional Korean military arts in Korea. When this began, we decided that it was more important that we provide accurate information than timely information, most of which turned out to be incorrect at the end of the day. We now believe that we have enough accurate information to begin sending newsletters once again. 2. New International Hapkido Organization Formed When Ji Han Jae was arrested and put into jail for investigation in relation to the assassination of the President of the Republic of Korea, his governmental duties were assumed by Oh Se Lim who also succeeded Ji as the President of the Korea Hapkido Association. The circumstances of that succession also necessitated a change in the name of the organization, from the Korea Hapkido Association to the Korea Hapkido Federation. In December 2003, as Oh Se Lim retired from government service, he once again undertook a change in the name of the organization, as well as a change in the nature of the organization. He changed the organization into a private corporation and changed the name from Korea Hapkido Federation to Korea Hapkido International Federation. Mister Bae Sung Book, President Oh's appointed Director of this new organization initiated a website, with separate English and Korean pages. On the English-language side, he announced that the new organization no longer recognized the organization's own kwons. A similar notice was not posted on the Korean language side. This announcement is analogous to the assertions made by the Korean-expatriates in the United States Taekwondo Union (USTU) that the kwons of the Korea Taekwondo Association (KTA) had been disbanded and even that the KTA itself had been disbanded, supposedly having been absorbed into the World Taekwondo Federation (WTF). This falsehood was one of the contributing factors in the major scandal at Kukkiwon, the Taekwondo sports complex of the Korean Amateur Sports Association, which resulted in several Kukkiwon officials going to jail, and tens of thousands of bogus Kukkiwon rank certificates reportedly still floating around the sports Taekwondo community, especially in the United States. The only two Hapkido kwons to actually be affected by the adverse information posted on this website were the two international kwons created under the leadership GrandMaster Lee Jae Whan. They are also the only two Hapkido kwons not headed by ethnic Koreans. One of those kwons is Chung Tong Kwan Yudo. The name of the founding GrandMaster of Chung Tong Kwan Yudo. was also not posted on the purported list of senior non-Korean dans. This despite the founding GrandMaster's position as one of the most senior non-Korean dan rank holders in the organization. To make matters even worse, individuals who had previously denied appointments and promotions in the organization were now listed as senior dan rank holders and appointed to senior positions. As of last week, Mister Bae had submitted his resignation as the Director of the Korea Hapkido International Federation. A resignation which had been requested and which was immediately accepted. We are advised that he is become the Secretary-General of Ji Do Kwan Taekwondo, but that has not been confirmed to our knowledge. The English language website has been shut down. As of this week, we are informed that that Chung Tong Kwan Yudo. remains a valid prior to the announcements posted on the now defunct webpage. 3. New Governing Body for Hapkido in Korea Hapkido is the military art of the military and law enforcement special operations units of the Republic of Korea, including the Presidential Protective Service. It was with some concern, therefore, that Korean government officials observed the activities of the Korean Hapkido International Federation over the past six months. Among other things, the appointments and promotions announced on the organization's English-language website violate the standards established by the Korean Martial Arts Instructors Association. In consequence of this, the President of the Republic of Korea authorized the creation of a new Hapkido organization under the name of the Korea Hapkido Federation, which became vacant when Oh Se Lim changed the name and nature of the organization formerly known by that name. Upon the creation of this new Korea Hapkido Federation, it was recognized as the new governing body for the military art of Hapkido in Korea. To our understanding, the government of Korea thereupon canceled it contracts with the former governing body and transferred them to the new organization. The government also, to our understanding, no longer accepts the rank certificates issued by the former Korea Hapkido Federation. It should be noted, for example, that admission to the National Police Academy requires submission of a dan rank certificate from either the Korea Taekwondo Association of the Korea Hapkido Federation. Only Hapkido certificates issued by Park Kum Shil, President of the new Korea Hapkido Federation, are acceptable for official government purposes, according to our information. Park Kum Shil is, by the way, a board member of the KMAIA. This organization, very influential in Korea, is almost unknown outside Korea, even to expatriate Koreans. Chung Tong Kwan Yudo. is proud to be a member of this standard-setting organization for the traditional Korean military arts. 4. World Taekwondo Federation President Goes to Prison Kim Un Yong, the suspended Vice President of the International Olympic Committee, has been sentenced to two-and-a-half years in prison by a Seoul court. The sentence was much less than the seven years requested by prosecutors. Records show that Kim embezzled at least 3.3 billion won in public funds and took 788 million won in bribes while he headed international sports organizations such as the World Taekwondo Federation, Kukkiwon, and the General Association of International Sports Federations. He took an additional 810 million won in bribes from 1997 through 2002 from South Korean sporting goods companies, while serving as the head of the Korean Olympic Committee.
