Choue claimed 106 of the 149 votes cast by representatives from the WTF's member countries, beating former president of the Pan-America Taekwondo Federation Park Cha-suck, who received 41 votes, while two votes were declared void. Another candidate Park Sun-jae, president of the Italian Taekwondo Federation and acting president of the WTF, withdrew his candidacy before the vote. The 66-year-old Korean-Italian explained that he decided to exit the race due to his age and the long distance between his home in Italy and Seoul, where the WTF headquarters are located. Choue will head the taekwondo governing body for the rest of former president Kim Un-yong's tenure which ends in April 2005. The seat has been vacant since Kim, who founded the organization in 1973, resigned in January due to a bribery scandal. Being elected as the organization's second president after Kim's three-decade reign, Choue is expected to secure a firm foothold to be reelected for the full four-year term next April at the WTF's general assembly in Madrid. "We are all the world taekwondo family, and we will work together for the development of the WTF," Choue said in his acceptance speech. "Though the WTF has done many achievements in making taekwondo an Olympic event, now is the time for us to be reborn as a multi-national sports organization." Choue said he would raise a $2 million to be used for the World Taekwondo Solidarity fund, and will build the World Taekwondo Center in Naekokdong, southern Seoul, during his tenure. He also pledged to distribute $20,000 to each member country and $50,000 to each continental taekwondo union from the International Olympic Committee's marketing revenue share for the upcoming Athens Olympics as a "reform fund." Choue, 57, has contributed to the martial art by establishing the Department of Taekwondo at Kyung Hee University in 1983 as a chief planning and management official. He also took part in establishing the International Taekwondo Academy in 1995 and the Internatinal Taekwondo Research Institute in 2002, while serving as an executive council member of the Korea Taekwondo Association since 1999. He also served as president of Kyung Hee University from 1997 to 2003. Four Korean candidates had registered for the presidential election of the WTF in March, but Lee Sang-chul, former president of the United States Taekwondo Union, was disqualified by the WTF regulation that a candidate must be an executive of his country's taekwondo federation at present. Park Cha-suck also had been disqualified but filed an injunction with the Seoul District Court and succeeded in attaining a ruling granting him the right to run for the WTF presidency.
