This creates a bit of a problem in that when ever you place your hands on another in such a situation there is a degree of violence, and the resultant effects will be measured at a later date either by yourself, your opponent, some other third party, or the legal system. So what you are asking for is technique that would be somewhat of a miracle that could be taught to police around the world, school teachers, barmen, door men, etc. I don't think there is such a technique out there that is effective and non-violent. You might want to consider that when a non-trained person is taken down there is the possibility they will injure themselves, even with fatal consequences. Consider if a person falls and strikes their head or neck against a hard object or one that has a sharp edge such as the side of a table serious damage could result. I believe it would be a safe statement that you should only use the amount of force necessary to deter or neutralize the assault. So . . . . . based on a threat assessment you must make in a split second you will need to consider the level of force that is justifiable and the amount of force you are willing to utilize.
