The Executive Council also endorsed the formation of a temporary task force at the WTF that would develop detailed action plans for reform recommendations, which require changes to Taekwondo competition rules and other WTF regulations. Among the recommendations to be applied starting at the 2005 World Taekwondo Championships in Madrid, Spain, next month, are changes to the competition format such as a shortened duration for the men's contest, and a new "sudden death" overtime round. The amendments call for a shortened contest duration for men, from three minutes per round to two minutes, based on the existing three-round system, and the introduction of a sudden death round that will decide a match that is tied after three rounds. The Taekwondo competition area would become more compact, shrinking from the present 12-by-12 meters to a 10-by-10 meter square. At the same time, the number of judges would be increased to four - one at each corner of the competition floor - from the current three. These two revisions would apply to WTF-promoted competitions starting in 2006. Executive Council members also endorsed in principle the awarding of points by fist techniques, while making it compulsory for athletes to wear gloves as an added safety measure. Besides those changes, council members endorsed a series of promotional and marketing programs, along with a strengthened Solidarity Program for the WTF's 177 member National Associations. They also shared the view that the proposed task force should research further before deciding on other matters of great concern, such as the introduction of electronic protectors and colored uniforms. "Today's meeting was extremely meaningful and historic," said WTF President Chungwon Choue. "What the Executive Council decided today is that we should ceaselessly carry out our reform plans with determination and conviction." Choue also said, "With the Executive Council's approval, I strongly believe that not only the Executive Council members, but also all members of the Taekwondo family will take part in the reform initiatives, thus greatly enhancing our status as an Olympic sport federation." Also attending the extraordinary Executive Council meeting was IOC President Jacques Rogge, who expressed a great deal of interest in the WTF's ongoing reform efforts. After four months of research and discussion, the WTF Reform Committee, chaired by Dr. Nat Indrapana, an IOC member from Thailand and vice president of the WTF, produced a set of recommendations for the world governing body of Taekwondo in late February. The 11-member Reform Committee was charged with drawing up recommendations aimed at making Taekwondo more action-packed and appealing to global audiences, and transforming the WTF into a more global-minded and professional organization. Please find herewith attached the `Reform Fund Guidelines' and send us banking details of your association/federation for remittance of US$5,000 after deduction of membership fees in arrears. - Name of the bank & branch name (city, country) - Account number - Holder of the bank account - SWIFT code or ABA number of the bank ------------------------------------ Reform Fund Guidelines 1. Background President Choue promised to support US$20,000 each to Member National Associations (MNAs) and US$50,000 each to Regional Unions at the General Assembly held on June 11, 2004. This matter was discussed at the Executive Council Meeting held on October 4, 2004 and the Reform Committee meetings held in December 2004 and January 2005. Participants agreed that the money for support should be spent in the most desirable and transparent manner. Persuant to the decisions of the above said meetings, a guidelines for usage of the Reform Fund will be submitted to the Executive Council Meeting scheduled for March 10, 2005 in Lausanne for its approval. WTF received a total of estimated US$5,800,000 from the IOC (US$5,222,706 already received by the WTF is 90% of the total amount and the final payment of 10% will be paid after the finalization of ATHOC's accounts.) Among this amount, a total of US$3,740,000 will be spent for Member National Associations (MNAs) and Regional Unions for the quadrennial period of 2005-2008. US$20,000 each x 177 MNAs = US$3,540,000 US$50,000 each x 4 Regional Unions = US$200,000 2. Principles Equal amount to each MNA & equal amount to Regional Union The use of the fund must be transparent and WTF should submit to the IOC audited financial statement. Accordingly, the MNAs and Regional Unions must submit their report of spending with necessary documents. The fund is to be used in the following areas: - Participation in the WTF events, especially World Champonships - Propagation of Taekwondo in the respective area - Training of athletes and coaches - Strengthening of membership status of MNAs - Upgrading management through introduction of ITs, communication materials, etc. - Prevention of doping among athlete. - Registration and protection of intellectual properties of the WTF and those of MNAs The fund will be distributed in principle in the form of value-in-kinds (VIKs) such as reimbursement of airfare of the athletes and officials in the WTF events, equipment, teaching materials, technical assistance, etc. The equipment shall be provided directly through the manufacturers of sporting goods industries in order to save indirect costs. Notwithstanding with the timeframe suggested below in the guidelines, advance assistance can be made both in cash and VIK forms when the MNAs secure funds from other sources such as NOCs, Regional Associations of the NOCs, IOC, UN, etc. in performing projects to propagate Taekwondo 3. Distribution Timeframe The Reform Fund will be used in two stages of the quadrennial period of 2005-2008: the 1st stage (2005-2006) and the 2nd stage (2007-2008). After the end of the quadrennial period, the WTF will discuss with the MNA on the usage of the fund allocated to each MNA, if any. 1) 1st stage: US$10,000 for 2005-2006 (1) Cash: US$5,000.-- - US$5,000 will be remitted to each MNA in cash. Each MNA's membership fees in arrears may be deducted from this US$5,000 with MNA's consent before remittance. - MNAs are required to spend this US$5,000 as expenses for dispatching national team (one male athlete, one female athlete, one official at least) to World Championships, etc. & their training and MNA's activities to propagate Taekwondo in the pertinent country. - MNAs are required to submit the detailed usage plan of this US$5,000 to the WTF within one month from the receipt of this amount. (2) Value-in-Kind: US$5,000.- * The amount provided in value-in-kind or reimbursement may be less or more than US$5,000. The balance will be added or deducted from US$10,000 set for the second stage. - The remaining US$5,000 for the 1st stage is provided in the form of VIK in principle such as uniforms, competition equipment, multimedia educational materials, etc. (3) Reimbursement of the cost Reimbursement will be made to MNAs later for expenses for following cases: - Buildup of solid local sport structure: This amount may be spent for the training of athletes and coaches that would make Taekwondo development go on in the pertinent country by educating people who can teach the next generation. - Expenses of athletes' and coaches' training (ex: expenses for attending WTF Solidarity programs for Taekwondo hopefuls and other educational programs of the WTF such as International Referee Seminars, IR Refresher Courses, International Poomsae Referee Seminars, etc.) - Participation in WTF events such as World Junior Taekwondo Championships, etc.: Expenses for athletes' travel or their training - Attendance at official WTF meetings 2) 2nd stage: US$10,000.- * MNAs are required to submit the usage plan of this US$10,000 to the WTF at least one month before the start of the year 2007. (1) Cash: No cash support will be made in the second stage. (2) Reimbursement of cost It is recommended for the MNAs to spend this amount for - Athletes' participation in the 2007 World Championships and their training - Dispatch of delegates to official WTF meetings: the 18th General Assembly, etc. - Training of athletes and coaches under the WTF Solidarity Program or other programs authorized or recognized by MNAs - Participation in the Qualification Tournaments for Beijing 2008 Olympic Games - Training of athletes to compete in 2008 Beijing Olympic Games (August 2008) (3) Value-in-kind A part of this amount may be provided to MNAs in VIK at the special request from MNAs. 4. Evaluation of fund use by MNAs and Regional Unions MNAs and Regional Unions are required to submit the detailed usage plan for the 1st installment to the WTF together with the related materials within one month after the start of the 1st installment and that for the 2nd installment within one month prior to the start of the 2nd installment. The result will be reported to the General Assembly of the WTF. There is a great deal of myth surrounding the Hwarang, their training and even exactly what they were. In short, I don't think we actually know of what their training consisted. The reason why of my question is that all the females that had tried my class even my wife have a big problem falling. In the case of my wife she is an Orange Belt 4th Keub in my school and to promote her to Green Belt 3rd Keub she need to demonstrate falling techniques and this idea has giving her the fear of falling that she don't want to train anymore. I love my wife but I told her that she needs to get over this fear or she can't get promoted to the next belt. Because I will not make it easier on her because she is my wife. I feel like all of you. There should be no favoritism or taking it easy just because you're a female. Because on the street if they are attack the attacker will not take it easy on them. Ray ------------------------------------------------------------ ORLANDO, Fla. -- An agent with the U.S. Drug Enforcement Agency was been suspended after video surfaced showing the man shooting himself during a gun safety class in front of a group of Orlando fourth-graders, according to Local 6 News. An investigation has been launched to determine who leaked the home video of the undercover DEA agent shooting himself at an event sponsored by the Orlando Minority Youth Golf Association. Before the shooting, the agent was videotaped talking about how certain weapons are popular with rap artists. "This is a Glock 40," the agent said on the tape. "Fifty Cent, Too Short, all of them talk about a Glock 40, OK?," he said. "I'm the only one in this room professional enough that I know of to carry this Glock 40." Seconds later, the agent shot himself in the foot. "See how that accident happened, that could happen to you and you could be blown away," the agent said after the shooting. Experts in the field said that the undercover agent should never have been videotaped because it could put the agent's life at risk, Local 6 News reported. "It puts a lot of undercover agents in jeopardy if their faces are videotaped," the masked agent told Local 6 News. "His identity is burned. His identity is known as a police officer and its a potential personal safety hazard to himself as well as his family members."
