Taekwondo Moo Duk Kwan is one of several kwans, but the largest, that gathered together to form the Kukkiwon. The Kukkiwon is the World Taekwondo Headquarters (per the WTF and S.Korea). Thus a Kukkiwon school could be Taekwondo Moo Duk Kwan or TKD Chung Do Kwan or TKD Chang Moo Kwan, etc., or they could have forgotten their roots and just claim to be Kukkiwon.
