I strongly suspect that it was part of "Korean Karate" but it is/was not part of Kukki-Taekwondo. Again, there are obvious pros and cons, but it is pretty easy to see that 'gripping the ground' does not fit well with Olympic style sparring. It fits much better with the 'one punch/kick, one kill' view that the Koreans seemed to disprove(?) with their move to full-contact sparring in the 60s. Capener's 1995 Korea Journal paper goes into this a bit, as I recall.
