However, after Dunblane (sp?) there was a crackdown on the private ownership of firearms in the UK. I suspect you would find that with a decrease of private ownership of firearms there was an increase in crime. I am sure you would find many other factors as well, such as the increase in immigrant both legal and illegal in the UK. Increase in drug usage, binge drinking, lots of factors. Just as in the US it can be shown that there is a decrease in crimes against the person and property and I suspect you could tie this into states where citizens can carry firearms. Also, its my understanding from my friends in the UK and police officers I know over there that the laws in the UK are not very victim friendly - by that I mean that individuals are concerned about the level of force they can use against someone who is attacking them or who has broken into their homes. So at least in my opinion if a person is not very worried about being hurt by the victim then they will continue to cause havoc. I strongly believe when the perceived pleasure is greater than the perceived pain you can be assured a person will seek out the pleasure. As of the beginning of May 2006, Kukkiwon created new Dan/Poom Certificates and Identification Cards. Because the Kukkiwon has new certificates and ID cards they have also modified how USA Taekwondo processes through their offices. USA Taekwondo now processes Dan Promotions through Kukkiwon's new online system, and the certificates and cards are printed directly out of the Kukkiwon offices. The Dan office was processing certificates within a 1-2 week time period and the new processing time will be between 4-8 weeks. Because this system is new I do not know the specific processing time, but will let you know as soon as possible. Thank you for your patience with all the new changes. New systems always have their glitches. I will process and send the certificates to you as soon as I receive them from Kukkiwon. If you have students who have certificates being processed through the Dan Office and are also participating in the Junior Olympics please let me know, so I can make the event staff aware that the students' black belt certificates are being processed.
