It comes as a storm brews over allegations of sex abuse during after-hours martial arts classes at two public schools. And while members of the public school board pointed fingers, trustee candidates and a city councillor say the case has highlighted a gaping loophole in city policy: pedophiles with no criminal record can get unsupervised access to kids, so long as they're registered as non-profit coaches. "It's time we insist that any adult from a non-profit group who's going to be alone with kids be chaperoned by another adult," said Neil MacDonald, a parent of two teen girls and a public school trustee candidate in Ward E. Ward E includes Elmwood school, one of two west-end schools where Thomas Lee Innerebner is accused of molesting girls while instructing after-school taekwondo classes last year. Since he was arrested, five other girls have come forward to claim Innerebner abused them too. He now faces 16 sex crime charges. Police say Innerebner, 50, taught taekwondo for 12 years and that one molestation claim dates back to a 1998 incident. They have also said nothing in Innerebner's history indicated a penchant for young girls. A joint-use agreement between the city and school board allows anyone with a clean record to teach kids after-hours at city schools, as long as they are registered as a non-profit sports instructor. Public board chair Bev Esslinger refused to accept any responsibility for the second day in a row yesterday when asked if there was anything the board could do to reduce risks, like solicit parent volunteers to supervise after-school sports. "It is the responsibility of the city and community groups to ensure the community group members are adequately screened," she said. A spokesman for the board has previously said "this is not a school issue." Coun. Karen Leibovici and several candidates running for board trustee seats disagree. Leibovici said both the city and school board have a part to play in protecting kids involved in after-school programs. "This unfortunate event has brought forward a gap in the policy needs to be addressed," Leibovici said. "It's worth exploring ... It may mean requiring another individual to be present when these adults are with the kids, like a chaperone." Leibovici scolded members of the public school board for washing their hands of the incident, saying improved after-hours security is "definitely something they should be looking at as well." Six other trustee candidates contacted by Sun Media are looking for policy change, among them public trustee incumbent Dave Colburn. "Our responsibility as a trustee doesn't stop when the last school bell rings for the day," he said.
