However, I am not an officer of the USTF and hold no official position. The following opinions are my own. The USTF was formed in 1972 or 1973 by Choi Hong Hi. An actual trademark application was filled in 1998 and granted on July 25, 2000. GM Sereff has successfully defended exclusive right to the terms "United States Taekwon-Do Federation" and "USTF" in the past. I don't doubt that he will do so again. I suspect that more embarrassment is going to come to the former leaders of the USTU and representatives of the WTF over this issue. I believe Sereff has been using United States Taekwondo Federation and USTF since the early 1970s. SC Lee can check the US Patent & Trademark Office online search for verification. I suspect that Sereff may take some type of legal action as soon as he hears what Lee is doing. I have no dog in this fight. I truly appreciate your contribution; everything would not be accomplished without your valuable support. We have recently noticed that some members of the taekwondo family have expressed their grave concerns over the WTF and taekwondo in general through a series of unproven and disgraceful allegations in an attempt to damage the integrity and dignity of the WTF and taekwondo. As the Secretary General of the WTF, I feel that it is my responsibility to eradicate any concerns over the WTF by clearly explaining the position of the WTF, in chronological order of the facts, with regard to that we have encountered. During the settlement of accounts in the fiscal year of 2005, it was found that there were deficits in the annual fee income of the International Referees. The WTF immediately formed an investigation committee, which comprised of Mr. Dai Soon Lee (Vice President of WTF), Mr. Kyong Myong Lee (Chairman of Education Committee), Mr. Byung-Ro Kim (Certified Accountant) and Mr. Poong-Yeon Cho (Certified Accountant). The Investigation Committee carried out its investigations from January 24 to February 6, 2006 over allegations of the misuse of public funds related to the International Coach Training Course; dishonest issuance or promotion of International Referee certificates; embezzlement of International Referee annual fees, as well as seminar fees and refresher course fees. The Investigation Committee found a total of US$40,000 missing from the WTF accounts. As a follow-up measure and in accordance with Article 24 of Rules and Regulations of the WTF, the Sanction Committee was formed, comprising of Dr. Ken Min, Mr. Ivan Dibos, Mr. Phil Coles, Mr. Dai Won Moon and Mr. Sung Chon Hong. The ad-hoc Sanctions Committee held its meeting in Ho Chi Minh City, Vietnam, on July 25, 2006, and recommended the following sanctions: * Staff names have been renamed to protect their identities Secretariat staff A: Dismissal from the WTF Secretariat staff B: Suspension for 3 months Secretariat staff C: To be assigned to other division Secretariat staff D: Reprimand plus fine of US$900 Secretariat staff E: Warning Secretariat staff F: Warning This case was separately handled as a criminal case by the Seoul Central District Public Prosecutor's Office, which concluded the case by punishing 36 persons on charges of illegal issuance and/or promotion of International Referee Certificates. Among 36 persons, some WTF secretariat staff was fined with 2,000,000KRW, 4,000,000KRW and 5,000,000KRW respectively. Even after this investigation and sanctions were concluded in the year of 2006, the WTF kept receiving a series of complaints about the secretariat staff, who were already punished with a fine in the previous investigation, on charges of manipulation of competitions while he was in charge of sport division of the WTF secretariat; there were even allegations of a bribery scandal involving this staff. In addition, the integrity of the WTF was worsened by one of our very own -- one of the vice presidents of the WTF -- as he circulated a letter containing virulent complaints about the International Referee selection course for the Beijing 2008 Olympic Games. As Vice President, he has a duty and responsibility to guide and advise the organization, rather than to report to outside without internal discussion or consultation with the leadership. His letter, and false allegations, was also forwarded to the IOC and other sport organizations. This is an utter embarrassment to the sport of taekwondo in the Olympic Movement. Further attempts to destroy the image of the WTF continued when I was accused of offering bribes to the one of the vice presidents of the WTF, on the occasion of the 2007 WTF World Olympic Qualification. After a comprehensive investigation, the suspicion was later cleared by the ad-hoc Investigation Committee that the WTF formed to probe the case. The ad-hoc Investigation Committee was formed in early-2008 to investigate the abovementioned cases. The members of the committee were Gen. Ahmed Fouly, Dr. Ken Min and Mr. Stephen Klawiter. The ad-hoc Investigation Committee revealed that there was a letter from one of the coaches, who gave bribe to one of the directors of the WTF, who received disciplinary action by the Sanction Committee in 2006, for manipulation of competitions. Another statement submitted to the WTF by the one of the International Referees stated that some money was given to the above-mentioned director of the WTF, which would guarantee the referee to officiate in WTF tournaments. The ad-hoc Investigation Committee also probed into the working attitude and negligence of some secretariat staff, which caused disharmony in the WTF secretariat and a fall of the WTF image. Following the recommendations of the ad-hoc Investigation Committee, the ad-hoc Sanction Committee, comprising of Gen. Ahmed Fouly, Mr. Manuel Colmenero, Mr. Athanasios Pragalos and Mr. Driss El-Hilali was formed. The Sanction Committee held two meetings -- one on February 29, 2008 in Beijing, China and the other on March 3, 2008 in Seoul, Korea. The Sanction Committee delivered a final recommendation to the WTF, and the WTF is now processing the follow-up measures in accordance with the Rules and Regulations of the WTF. On the same day of January 4, 2008 when the 'Sport Intern' released yet-again false accusations on the WTF President and me, the WTF was informed of the formation of a labor union within the WTF secretariat, in conjunction with an umbrella labor union for the clerical industry. The WTF learned that the labor union comprised of the staff who had received disciplinary actions by the ad-hoc Sanction Committee in 2006 on charges of misuse of funds and a breach of trust. They were also under suspicion of taking bribes and displaying poor working attitudes even after the previous disciplinary actions, resulting in inefficiency and disharmony among working staff. The umbrella labor union requested to meet with the WTF in January this year; as of today, there have been seven (7) meetings so far. The representatives of the umbrella labor union have no relations with the WTF and even with taekwondo, and are attempting to protest against the expected disciplinary actions of the WTF to the members of the labor union, which are resolved and taken in accordance with the Rules and Regulations of the WTF ratified by the General Assembly. The labor union has also attempted to mislead public through fake allegations of misuse of funds, despite the WTF having annual auditing by public accountants and the internal WTF auditors and treasurer. The biggest problem that the WTF is facing is that the umbrella labor union keeps interfering with the administration of the WTF secretariat, by incessantly requesting for unproductive meetings, in this crucial time prior to the Olympic Games. It is obvious that the umbrella labor union takes advantage of the fact that the WTF secretariat is located in Korea, and thus it is under the governance of Korean labor law. After the press release by the labor union, we have got letters of encouragement and support for our reform drive from a number of national association presidents. This is the spirit of global taekwondo that serves as the founding stone of our oneness and that makes us stand resolute in our reform drives. A growing number of taekwondo devotees have requested the WTF to stand firm and adopt a tougher stance towards the barrage of attacks against the WTF and taekwondo. It has always been our wish to be more aggressive in the face of such adversity. However, based on the spirit of taekwondo, the WTF has always placed utmost importance on the harmony of the global taekwondo family. This, above all, would help explain why the countermoves of the WTF thus far have not been strong enough. It is time now to reconsider our policy, as any further attempts would undoubtedly and irreparably damage the integrity of the WTF, break the spirit of the global taekwondo family and destroy the image of our sport in the Olympic Movement. >From today, we will no longer tolerate any further attempts to harm the integrity of taekwondo. I cannot speak to what was done at the USAT seminar but I can for the USTF. The head forms instructor for the Kukkiwon was at the IR seminar and he said that he was the only one in charge for Kukkiwon and that he was trying to unify the Kwon's regardless of what had been taught in the past. I will try to give you what I saw were the main points. 1. Natural stance has been two short and it is now lengthened what I would call one human foot length farther. In fact everything is explained in the number of your actual feet as apposed to other methods of the past in measuring length and width of stances. 2. Ap Koobi or Traditional Front Stance has been narrowed which I was shocked at but the explanation is that this stance was never for sideways support it is for linear direction so with a narrow stance it is more natural and easier for a person to transition from one step to another. I fee like it is being made easier for those who are not in good enough shape to stay with a wider stance but it is the Kukkiwon's whish to do so. 3. The rest I would dedicate to blocks and that they want to eliminate over exaggeration of body twisting, originate all blocks from a more natural quicker application such as nothing above the shoulder but mainly the emphasis was on centering everything at the middle of body on completion regardless of where the block originates. 4. Punches: would be three locations for punches no more punching to low, face/philtrum, middle solorplexes, and low I would consider the 4th lowest cluster of the conception points or general area bladder. No more punching at the floor and people really need to focus on actually hitting something consistently, so if a form has six middle punches all six should hit exactly the same place each time not six middle punches six different places at random. 5. Addition of one 1/2 point earned for good eye contact and head snap. There was some heated discussion at times with some Grand Master's but for the most part I was surprised there were less objections or disagreement than I expected with some believing their Kwon or original teacher has the only right interpretation. On the plane trip back to Alaska I met a club owner that took the only U.S. team to either a World PoomSe or it was last years 2007 Hanmadang in Korea and medaled. He explained Europe and the rest of the world have been making these changes and doing highly technical PoomSe for the last ten years and that the U.S. is behind. I hope this was helpful.
