Why? That I don't know. But wrt to Taegeukgi you will always hear "Red always up!". As to Korean masters hanging Taegeukgi vertically, I suspect the reason is similar to why they may also say "Tie Kwon Do" instead of pronouncing it correctly. :) Not that many people, esp in the US, would notice, but the proper way would be to hang both Taegeukgi and Old Glory on a horizontal plane.
