You also had to enter and win the poomsae competition in the black belt division. (Didn't have to do both at the same time in the same tourny.) Often the prospective Kukkiwon Dan would be good at sparring, but not so great at poomsae, and vice versa. Thus it would take a bit of time to finally qualify for Dan grade in that dojang. Yep, times have sure changed. The master, Master Young Chul Chung, had no problem promoting these individuals to the rank and higher. Evidently, he felt that if the kid could do the physical and academic requirements, they should be awarded the rank. Our school was WTF sport oriented, so we were not taught where to strike to knockout or seriously injure someone, so maybe that was the reason he had no problem promoting 12 year olds to black belt. I refused an opportunity to test last year as I didn't want a "seniority" promotion. At 60 I did what I thought was a good job at my week long test for 6th dan. I doubt if at 68 or 70 I'd be a good 7th dan. I'd rather stop at this point than look ridiculous later. While I would never demote a student when their skills slowed down, I stress to everyone that it is always far better to stop anything a day earlier than a day late. Those that make it past 6th dan have usually started very young and are truly gifted atheletes...those that got those promotions the right way. I have a friend that uses a different color belt system for kids and after 1st poom they are usualy about 16 and the entry into adult black belt seems smooth. There is a tough debate as to the need to earn a living and to maintain standards.
