If I recall correctly, Choi, Yong Sul began teaching yawara in 1948 to Suh, Bok Sub in Daegu. Suh got Choi to teach at a dojang located on the premises of his brewing company. 1948 would certainly precede the nming of Taekwon-Do in 1955 and also the naming of Hapkido which occured some time after 1948, too. Perhaps the Chung, Sang Soo GM Hwang studied with was one of Choi, Yong Sul's early students. The location and timeline seem to indicate that this would at least be a possibility. If you are able to conversewith GM Hwang further on this topic in April I'd love to hear anything you'd be willing to share. Interesting stuff from the Korean Martial Arts History Department!
